To: — Ministers and Heads of Government Organizations; — Governor of Vientiane Capital and Governors of Provinces Nationwide. — Pursuant to the Law on Government (Amended) No. 69/NA, dated 15 December 2015; — Pursuant to the Law on Local Administration (Amended) No. 68/NA, dated 14 December 2015; — Pursuant to the proposal of the Ministry of Home Affairs No. 166/MoHA, dated 17 June 2016. For the successful and complete establishment of districts and cities in accordance with the Law on Local Administration No. 68/NA, dated 14 December 2015, the Prime Minister hereby issues the following order:
Article 2
Ministries and ministry-level agencies shall conduct studies to reorganize the responsibilities, powers, and obligations of their local offices, especially at the district level, and clearly delineate tasks that should be assigned to districts, towns, and cities. The above delineation shall be based on the actual affairs existing within districts, towns, and cities.
Article 3
Provinces and Vientiane Capital shall appoint responsibility committees to conduct research and prepare for the establishment of towns and cities, and submit them through the Ministry of Home Affairs to the Government for consideration and establishment.
