Articles

Article 1

Article 1. Purpose
This Law prescribes principles, regulations, and measures concerning the management, inspection, organization, and activities of radio frequency work to ensure efficiency, effectiveness, convenience, speed, modernization, and fairness, aiming to guarantee national stability and security, social order, alignment with regional and international standards, and contribution to the defense, construction, and development of the nation.

Article 2

Article 2. Radio Frequencies
Radio frequencies refer to electromagnetic waves, as a limited natural resource, propagating in the air, outer space, and underwater, used for communication work with frequencies, ranging from 8.3 kilohertz to 3,000 gigahertz.

Article 3

Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Hertz (Hz): refers to the unit of radio frequency, measured by the number of cycles of radio frequency per second;
2. Kilohertz (kHz): refers to the unit of radio frequency, equivalent to one thousand hertz;
3. Megahertz (MHz): refers to the unit of radio frequency, equivalent to one million hertz;
4. Gigahertz (GHz): refers to the unit of radio frequency, equivalent to one billion hertz (one thousand megahertz);
5. Telecommunications resources: refer to radio frequencies, telephone numbers, internet addresses, internet domain names, satellite orbital positions, and telecommunications infrastructure;
6. Radio communication (radio): refers to the use of electromagnetic waves as a carrier for various types of radio frequency communication;
7. Radio frequency band (frequency band): refers to the width of a radio frequency, having a starting point and an ending point within a certain radio frequency range;
8. Radio channel (channel): refers to the width of a radio frequency, determined according to technical and international standards, used for receiving and transmitting sound, images, and data information, with its starting point and ending point located within a certain radio frequency band;
9. Radio station: refers to a station equipped with radio frequency receiving, transmitting, or both receiving and transmitting devices, such as fixed radio stations and mobile radio stations;
10. Radio frequency communication: refers to the use of radio frequencies to receive, transmit, or both receive and transmit signals, data information, text, sound, and images;
11. Radio frequency equipment: refers to equipment that uses radio frequencies to receive, transmit, or both receive and transmit signals, data information, text, sound, and images, including Unmanned Aircraft Systems;
12. Short-range radio frequency equipment: refers to radio frequency equipment that uses the frequency band of specialized short-range radio frequency transmitting devices, with its channel width, channel spacing, and radio frequency transmission intensity determined according to international standards, such as wireless microphones, remote controls, and Wi-Fi equipment;
13. Radio frequency interference: refers to unwanted radio frequencies from the same radio frequency or abnormal radio frequencies, affecting signal quality, causing data reception errors, data loss, hindering or disrupting operations, and causing harm to navigation communications, safety communications, and other communication operations;
14. Land radio station: refers to a non-mobile radio station used for mobile communications.
