Article 1
Require the governors of the ten districts to urgently prioritize addressing and promptly resolving the dengue fever outbreak occurring within their respective districts, while ensuring that the outbreak does not further spread or escalate, and to make the fight against this outbreak the top priority in current work; other tasks deemed less necessary shall be designated as secondary priorities for organization and implementation.
Article 2
Require all districts to urgently establish and reorganize infectious disease prevention and control committees from the district level down to the village level, with the district chief serving as chairperson, and at the village level, appointing the village head as chairperson of that committee, while providing facilities and supporting the committee to carry out activities effectively, vigorously, and regularly in accordance with their respective functions and duties; to closely coordinate, with the district health office serving as the think tank and coordination point; to meticulously formulate activity plans, various measures, and implementation methods, conduct monitoring and response to the epidemic, prioritize public information dissemination and the elimination of dengue fever mosquito breeding sites as regular tasks, and promptly report and notify the provincial infectious disease prevention and control committee (i.e., the Champasak Provincial Health Department).

Require each district to mobilize and concentrate all social forces within the district to participate and play a role in the campaign against the epidemic. Simultaneously, organize village-level volunteers, students, military forces, and various departments to participate in activities to identify and track the density of dengue mosquito breeding sites, regularly eliminate dengue mosquito breeding sources, and ensure the mobilization of the public to change behaviors, implementing the "Five Cleans" as daily habits, namely: 1. Cover water containers inside and outside the house to prevent mosquito egg-laying; 2. Change water in containers, such as flower pots, ant-proof foot pads, and water catch basins; 3. Place or raise guppy fish at households to consume dengue larvae; 4. Clean up, i.e., clean the surroundings of the residence, leaving no broken pots, cans, glass, bottles, or old tires with standing water; 5. Develop the habit of performing these tasks regularly every week, designating each Friday as the implementation day, with unified execution across the entire village and province, and continuing at least until the 30th week of the current year (according to the epidemiological week report, equivalent to the 3rd week of July 2016). If any household is found not participating in the elimination of dengue breeding sites, allowing various containers to accumulate water with larvae, impose appropriate fines based on the circumstances.
