Articles

Article 1

Purpose. This Agreement stipulates principles, regulations, and measures concerning the management of satellite communications usage, aiming to achieve uniformity, maximum efficiency and effectiveness nationwide, ensure national stability and security as well as social order, align with regional and international standards, and contribute to the defense and national development.

Article 2

Satellite Communication. Satellite communication is a wireless communication technology that uses communication frequencies to transmit and receive sound, images, and information data between one or more earth stations and satellites.

Article 3

Definition of Terms. The terms used in this Agreement shall have the following meanings: 3.1. Satellite means a man-made object placed in orbit around the Earth, used for communication and other purposes; 3.2. Earth Station means a station located on the Earth's surface or within the Earth's atmosphere (such as on an aircraft or balloon), used for communication with one or more satellites; 3.3. Mobile Earth Station means an Earth station capable of movement and able to communicate with a satellite at any location where a satellite signal is available; 3.4. Satellite Communication Equipment means equipment used for receiving, transmitting, or sending and receiving signals, information data, text, sound, and images, utilizing satellite communication frequencies, such as Direct-to-Home (DTH) television, Very Small Aperture Terminal (VSAT) satellite communication equipment, etc.; 3.5. Communication means the act of receiving or transmitting, as well as sending and receiving data, using communication frequencies; 3.6. Satellite Communication Frequency means electromagnetic waves propagating through air and space, with a frequency band ranging from 3 kilohertz to 31 gigahertz, used for telecommunications and communication.
