Article 1
Purpose. This Agreement stipulates the principles, regulations, and measures concerning the tracking inspection and management of internet cafe services to ensure service quality, making it fast and safe, aiming to promote the widespread popularization and application of the internet, and to contribute to the defense and development of the national cause.
Article 2
Internet café services. Internet café services refer to the business of providing internet access services to public users within a shop or premises through internet signals accessed from an internet service provider.
Article 3
Interpretation of Terms. The terms used in this agreement have the following meanings: 1. Internet café: refers to a shop or premises equipped with a wired or wireless computer network, connected to the internet from an internet access service provider's network, providing internet services; 2. Wired computer network: refers to computers or electronic devices interconnected via copper wires or optical fibers; 3. Wireless computer network: refers to computers or electronic devices interconnected via radio frequencies; 4. Internet Access Service Provider (ISP): refers to an individual or legal person lawfully licensed to provide internet signal access services to users.
