Articles
Article 1
Purpose. This Law stipulates the principles, regulations, measures, and implementation methods for conducting follow-up inspections from the outset of state-invested projects in the industrial and commercial sectors, in order to prevent violations of laws and regulations and other acts constituting corruption, aiming to ensure that state-invested projects in the industrial and commercial sectors are implemented in a transparent, economical, and efficient manner.
Article 2
Initial and Ongoing Monitoring and Inspection of State Investment Projects in the Industrial and Commercial Sectors. Initial and ongoing monitoring and inspection of state investment projects refers to the regular monitoring and inspection conducted on project implementers to obtain information and data on the implementation process of state investment projects from the commencement of the project. State investment projects in the industrial and commercial sectors subject to initial and ongoing monitoring and inspection refer to various types of state investment projects using the state budget, counterpart funds, grant aid funds, and borrowed funds from domestic and foreign sources, and shall be conducted selectively and with focus.
Article 3
Definition of terms. The terms used in this Agreement shall have the following meanings: 1. Project implementer refers to the project owner, the project responsible committee, the project manager and user, the project consulting company, and the project contractor. 2. Monitoring and inspection committee refers to personnel in the industrial and commercial sectors engaged in state supervision work, as well as personnel from relevant departments at all levels who are assigned the duty of monitoring and inspecting the implementation of state investment projects.
