Article 1
Assign the Ministry of Agriculture and Forestry to strengthen attention and enhance responsibility, guiding and leading departments within its scope of duties to improve proactive initiative in managing and inspecting timber harvesting, timber transportation, and timber trading, making it effective, and strictly incorporating forest management and timber trading into the legal framework. At the same time, prioritize propaganda, education, training, and the dissemination and implementation of the Party's policies and national laws and regulations on forest management, publicizing them to cadres, soldiers, police, operators, and the entire population, so that they are informed, understood, and uniformly organized for implementation throughout the province.
Article 2
The Provincial Department of Agriculture and Forestry is tasked, in accordance with its duties, to lead, strictly manage, and inspect timber transportation and forest by-products (mountain products). It shall not facilitate or issue transport permits for logs, planks, sawn timber, tree roots or stumps, tree trunks, treetops, branches, and other unfinished timber products, as well as standing trees and ornamental trees excavated from natural forests; under any circumstances, without government approval, the transportation of the aforementioned timber abroad is strictly prohibited.
Article 3
Assign the Ministry of Agriculture and Forestry, in coordination with the district-level authorities, to inspect the post-logging situation and thoroughly complete closure records with all timber business entities. As a coordination center, cooperate with the Provincial Military Command and other sectors to patrol and inspect logging sites, various roads, timber collection points, sawmills, timber processing plants, furniture factories, timber warehouses, forest product drying kilns, charcoal kilns, brick kilns, and other factories using timber as energy source along border areas prone to illegal logging and timber smuggling, including reported locations. In case of violations or irregularities, conduct investigation and review to take civil and criminal measures; if the circumstances are serious, compile case files and transfer them to the prosecution authority for prosecution in accordance with judicial procedures.
