Articles
Article 1
All departments, two commands, equivalent-level agencies, state enterprises, districts, village groups, and villages within Luang Namtha Province are tasked with coordinating and cooperating with each other to monitor and detect individuals and illegal groups stealing iron components of high-voltage power poles and various distribution lines, as well as scrap metal purchasing shops and even individuals holding electrical equipment. If discovered, reports shall be made to village officials or administrative authorities, and coordinated with the electricity sector in each jurisdiction to inspect and detain the involved persons, and pursue legal liability in accordance with the law.
Article 2
The district chiefs of the five districts are tasked with issuing notifications to inform all village groups, villages, departments, and offices within their jurisdiction.
2.1. Establish management committees in districts, village groups, and villages where high-voltage transmission lines and distribution lines pass, composed of relevant departments, with the village as the main body, to regularly and continuously monitor and inspect illegal groups, in order to promptly report to the committee responsible for managing, inspecting, and handling the condition of provincial high-voltage transmission lines.
2.2. Village groups and villages must inform the residents of their villages that they are not permitted to construct buildings, open shops, or plant large trees under or near high-voltage transmission line corridors. If any person violates this, that person shall bear full responsibility for all losses, and no compensation shall be provided.
Article 3
The provincial transmission system management office, substations, or electricity officials in the energy and mining sector are instructed, in coordination with villages, to go to the field to monitor and inspect high-voltage transmission lines. If any buildings are found to violate the electrical technical standards of the Lao People's Democratic Republic, they shall recommend that the relevant authorities organize the relocation of such buildings from the high-voltage transmission line corridor to ensure the safety of life and property and to facilitate the management and maintenance of the transmission line corridor.
