Articles
Article 1
All enterprises, companies, domestic and foreign traders, private individuals, legal entities, and the public are prohibited from planting banana varieties that require the use of chemical fertilizers, fertilizers, chemicals, pesticides, etc., which may cause impacts on the environment and society and seriously endanger human and animal life, on any type of land in Luang Namtha Province. This prohibition is absolute.
Article 2
State agencies are absolutely prohibited from issuing licenses for the cultivation of bananas, or approving plans for the import of various production materials, equipment, and production factors related to banana cultivation, to the parties listed in Article 1 of this Order.
Article 3
For banana plantations of the type referred to in Article 1 of this Order that were planted prior to the Provincial Governor’s Order No. 04/ຈຂ (dated July 10, 2014), contracts must be concluded with the relevant provincial and district authorities regarding environmental management, business registration, and other documents, and all documents must be prepared, while also paying a deposit in accordance with the aforementioned Order. This must be completed by January 2016, and the plantations may continue to be maintained and harvested until 2017, after which all business activities must be completely terminated, and the banana cultivation business activity must be unconditionally and completely removed from the enterprise registration register.
