Articles
Article 1
The Provincial Department of Agriculture and Forestry and the Provincial Department of Natural Resources and Environment are tasked, in coordination with relevant departments, district administrative authorities, and relevant district offices, to survey and collect information on the area of paddy fields within the province that have access to irrigation water, in order to demarcate zones, create maps, and carry out registration and recording of agricultural land, facilitating the management and development of agricultural land.
Article 2
Individuals or legal entities are strictly prohibited from changing agricultural land into construction land, industrial land, or other types of land without permission from the relevant district and provincial authorities.
For agricultural land adjacent to main roads or branch roads, if it is truly necessary to change it to another type of land, permission must be obtained from the relevant district and provincial authorities before any change may be made; the scope of consideration shall be limited to within 50 meters inward from the road.
If any individual or legal entity violates the regulations by changing agricultural land into another type of land, the relevant authorities shall be instructed to conduct an on-site inspection, and depending on the severity of the violation, the offender shall be subjected to educational discipline, and then the landowner shall be ordered to reclaim and restore the land to agricultural use, or pay the fee for changing the use of the land plot in accordance with regulations and laws, and an appropriate fine shall be imposed depending on the circumstances.
Article 3
Agricultural production in the irrigated command areas shall focus on rice cultivation during the rainy season, employing intensive farming methods, utilizing new technologies, and using improved varieties or local varieties with short growth cycles (one to two varieties per project); during the dry season, in areas with convenient water access, rice and market-demand crops shall be cultivated, meaning that farmers must fully produce within the water supply capacity of each irrigation system.
