Article 1

For the 6,920 cubic meters of illegal timber, impose a 100% fine and require fulfillment of obligations for the 2013–2014 fiscal year; if the operator fails to comply or complies incorrectly, impose a fine, confiscate the timber as state property, and then initiate legal proceedings in accordance with the law.
Regarding timber that does not meet size standards (small pieces, short pieces), conduct inspections and clearly distinguish timber quality, then handle in accordance with ministerial guidelines and conclusions from meetings with relevant departments (refer to the Deputy Prime Minister’s directive of October 19, 2014).

Article 2

Provincial departments, district governors, village heads, and organizations at all levels are prohibited from permitting domestic and foreign merchants and citizens to survey, collect, and stockpile timber, excavate trees, or purchase timber from natural forests; all such activities are strictly forbidden. Forestry inspection law enforcement personnel are tasked with conducting strict patrols and inspections. Upon seizure, all timber shall be confiscated and forfeited, and strict case handling shall be initiated against individuals and legal persons.

Article 3

Before extracting trees from various construction projects according to annual quotas, if harvesting is necessary, it must strictly comply with forestry legal regulations; on-site surveys must be conducted, each tree measured individually, and timber volume accurately calculated before applying to the government for a harvesting permit; extraction and harvesting may only proceed after obtaining the permit. Harvesting from hydropower reservoir areas shall not exceed the inundation zone; harvesting from road corridors shall not exceed five meters on each side; as for harvesting from power line corridors, mineral extraction areas, and other locations, it must strictly comply with legal regulations. Assign the Ministry of Agriculture and Forestry to be directly responsible according to its duties; each time a survey and timber extraction is conducted, confirmation from the local administrative authority must be obtained before reporting to the relevant ministries, and execution may only proceed after government approval.
