Article 1 Purpose
This Law stipulates principles, procedures, and measures concerning the management and supervision of the conclusion and implementation of treaties and international agreements to ensure uniformity nationwide, aiming to implement the foreign policy of the Lao People’s Democratic Republic, strengthen regional and international integration, and contribute to the protection and construction of the nation.

Article 2 Treaty
A treaty refers to a written agreement concluded in the name of the Lao People’s Democratic Republic or in the name of the Government of the Lao People’s Democratic Republic with a foreign contracting party, which creates rights and obligations for the Lao People’s Democratic Republic under international law, and is designated by a specific name agreed upon between the Lao side and the foreign contracting party, such as: treaty, agreement, charter, accord, protocol, memorandum of understanding, memorandum of cooperation, exchange of notes, or other names.
Article 3
Article 3 International Agreement
An international agreement refers to a written agreement concluded in the name of a central-level agency or provincial-level agency of the Lao People’s Democratic Republic with a foreign partner regarding international cooperation matters, within the scope of their functions, rights, and obligations, which is binding only on the aforementioned agencies, and is designated by a specific name agreed upon between the Lao side and the foreign partner, such as: agreement, accord, memorandum of understanding, decision memorandum, exchange of notes, cooperation project, cooperation plan, or other names.
