Article 1
The Governor's Guidelines, Subject: Regarding the implementation of Order No. 15/PM, "Further Strengthening the Management and Inspection of Timber Harvesting, Transport, and Timber Business." — Basis: Article 14, Chapter 3 of the Law on Local Administration of the Lao People's Democratic Republic, No. 03/NA (October 21, 2003), concerning the rights and duties of the Governor. — Basis: The Prime Minister's Order No. 15/PM (May 13, 2016), "On Further Strengthening the Management and Inspection of Timber Harvesting, Transport, and Timber Business." — Basis: Notification No. 769/PMO from the Head of the Prime Minister's Office (June 1, 2016), regarding the implementation of Order No. 15/PM (May 13, 2016). To ensure a unified understanding of the study and implementation of the Prime Minister's Order No. 15/PM (May 13, 2016), to make the order effective, to ensure that forest management, timber harvesting, timber business, timber processing, and timber transport are strictly carried out in accordance with promulgated laws and regulations, and to combat, prevent, and rectify negative phenomena in all aspects of forest work, reducing and gradually eliminating them in the future, the Governor issues the following guidelines:
Article 2
Instruct the provincial departments, district and village administrative authorities to further enhance their sense of responsibility, attach importance to implementing and enforcing laws and regulations, manage and inspect timber harvesting, timber transportation, and timber business operations in accordance with their authority, making them effective, and strictly bring forest management into the legal and regulatory framework. At the same time, emphasize propaganda, education, training, and dissemination of learning and understanding of the Party's guidelines, national laws and regulations, and the content of international conventions to which Laos is a party concerning forest management and protection, so that cadres, soldiers, police, businessmen, operators, and the people of all ethnic groups recognize, understand, and reach consensus throughout the province.
Article 3
Assign the Department of Agriculture and Forestry to coordinate and cooperate with relevant agencies to implement strictly, absolutely prohibiting the export of tree roots, stumps, burls, branches, and other unprocessed timber, as well as standing timber or ornamental trees harvested from natural forests, to foreign countries under any circumstances. Simultaneously, reform the domestic transportation mechanisms for timber and non-timber forest products, as well as the mechanisms for exporting finished timber to foreign countries, to make them rigorous and strict.
