Article 1
Provincial Governor's Directive, Subject: Regarding preventing criminals from stealing high-voltage transmission line equipment and prohibiting the planting of trees and construction of buildings under high-voltage transmission line corridors within Attapeu Province. — Pursuant to: Law on Local Administration No. 03/NA (Vientiane, October 21, 2003). — Pursuant to: Electricity Law No. 037/NA (December 8, 2008). — Pursuant to: Request Letter No. 864/Electricity Authority, Transmission Control Department, Southern, Pakse from the state enterprise transmission system and substation management entity, Southern Transmission System Management Office (September 1, 2015). Previously, a group of criminals stole iron components of high-voltage transmission towers, which are state property, causing significant losses and necessitating substantial expenditures for repair and maintenance; additionally, in certain areas, large economic trees are still being planted and buildings constructed under high-voltage transmission line corridors, leading to voltage drops and power outages, contrary to the technical standards of Lao Electricity. To promptly prevent criminals and various potential issues, the Provincial Governor issues the following directives:
Article 2
Assign all departments, district chiefs, village groups, and villages to coordinate and cooperate in tracking individuals and illegal groups that steal iron components of high-voltage transmission towers, as well as scrap metal shops that purchase and hold such iron components; if discovered, report to law enforcement personnel or village administrative authorities so that the relevant persons can be detained and handled in accordance with the law.
Article 3
Instruct the chairpersons of the five districts to issue announcements, notifying all villages, offices, and bureaus within their jurisdiction for their information. 2.1 Establish district-level and village-level management committees for areas with high-voltage transmission lines, composed of relevant departments, with the village taking the lead in conducting regular and continuous tracking inspections of the target—illegal groups—so as to report to the Southern Power Transmission System Management Office, the Provincial Power Transmission System Management Office, or the substation. 2.2 Villages and village groups shall inform the public that it is prohibited to construct houses, shops, or plant large trees, especially rubber trees, agarwood, teak, and other trees that violate Lao power technical standards, under or near high-voltage transmission line corridors; any violators shall not receive any compensation. —Instruct the Provincial Power Transmission System Management Office or the transmission substation to collaborate with villages in tracking and inspecting high-voltage transmission line corridors; if any structures violate Lao power technical standards, recommend that relevant departments immediately demolish and relocate them out of the high-voltage transmission line corridors to ensure the safety of life and property and facilitate the management and maintenance of the power grid lines. —Absolutely prohibit all scrap metal buying and selling shops from purchasing high-voltage tower iron equipment from thieves or traffickers; if a shop owner is found purchasing such items, they shall be fined, detained, and have the case filed, and be dealt with strictly in accordance with the law.
