Article 1

Subject: Further strengthening attention to the implementation of aquatic animal and wildlife management nationwide. Pursuant to Article 64, Part IV/V of the Law on Aquatic Animals and Wildlife No. 07/NA (promulgated on December 24, 2007). Pursuant to the Prime Minister's Order No. 435/PM (November 28, 2011) on the Organization and Activities of the Ministry of Natural Resources and Environment. In recent years, it has been observed that many localities have actively paid attention to the management of local aquatic animals and wildlife, conducting inspections in national forest conservation areas, protection forests, wetlands, markets, and restaurants; simultaneously, they have carried out dissemination through the formulation of regulations and the implementation of hunting and fishing bans during pregnancy and nursing periods of wildlife and aquatic animals, and have curbed illegal trade in aquatic animals and wildlife; they have mobilized the public to surrender hunting guns and destructive fishing gear to administrative authorities for proper management and use in accordance with the regulations of the Law on Aquatic Animals and Wildlife. Alongside these positive aspects, illegal activities are still found in certain localities: the sale of protected aquatic animals and wildlife in markets and along roads, continued poaching of aquatic animals and wildlife, use of war weapons, explosives, poisons, chemicals, electric fishing devices, etc.; in some places, there is still poaching of wild elephants, and open disregard for the law in markets and restaurants by selling prohibited (List 1) and managed (List 2) aquatic animals and wildlife.
Article 2
The aforementioned negative phenomena constitute acts that violate the laws and regulations promulgated by the State, contravene international conventions to which the Lao People's Democratic Republic is a party, and pose a threat to the reproduction and survival of aquatic animals and wildlife in our country. Therefore, in order to bring these negative phenomena within the framework of legal regulations, as an active initiative undertaken on the occasion of the National Day for Fish Release and Aquatic Animal and Wildlife Protection (July 13, 2016), and to create conditions for the reproduction of aquatic animals and wildlife, the Minister issues the following directive: Assign the Departments of Natural Resources and Environment of provinces and Vientiane Capital, as well as the District Offices of Natural Resources and Environment, to coordinate with local administrative authorities and relevant sectors in organizing and implementing the management of aquatic animals and wildlife nationwide, as follows:

Recommend that local administrative organs, through various forms, propagate and deeply study the core content of the Law on Aquatic Animals and Wildlife among cadres, soldiers, police officers, traders, restaurant operators, and organizations of ethnic groups, making it a broad and widespread movement.
