Articles
Article 1
Huay Xai District urban planning expansion area. — It is prohibited to undertake any construction projects along the city ring road (from the Na Lai village three-way intersection to Huay Mo village) within a 30-meter-wide area, being 15 meters from the centerline of the road on each side (within this 30 meters, a 10-meter-wide road will be constructed, and 10 meters shall be reserved on each side from the outer drainage ditch). — Any construction projects that occupy state land or the reserved areas of national, provincial, and district roads (as stipulated in the Urban Planning Law No. 03/99/NA of April 3, 1999, and the Road Law No. 04/99/NA of April 3, 1999) shall be demolished in accordance with legal provisions, without any compensation.
Article 2
Scope along the Mekong River. — All construction projects are prohibited along the Mekong River, from the high school pumping station to the head of the Fourth Friendship Bridge (Na Dong Savan Village), due to the imminent implementation of bank protection and anti-collapse works along the Mekong River. — Construction is prohibited within the target development area of the Greater Mekong Subregion Economic Corridor Urban Development Project, from the Kong Jiao Village ferry terminal to the Mi Sai Savan Village area in Huay Xai District, to connect with the Dong Phon development zone. — Any projects occupying state land, Mekong River reserve areas, and road reserve areas shall be demolished in accordance with legal provisions, without any compensation conditions attached.
Article 3
Assigns District Chiefs, Department and Bureau Heads, Village Cluster and Village Chiefs, and heads of various organizations to jointly publicize and disseminate this Order to the general public to ensure its widespread awareness.
