Article 1
Article 1 Purpose
This Law stipulates the principles, regulations, and measures concerning the organization and activities of the People’s Security Forces, with the aim of ensuring that this force is politically and ideologically steadfast, organizationally strong, disciplined, professionally skilled, and equipped with advanced and modern working methods and approaches, in order to fulfill the tasks of maintaining political stability, social peace and order, and participating in the protection, construction, and development of the nation.
Article 2
Article 2. People’s Security Forces
The People’s Security Forces are armed forces, originating from the people, relying on the people, serving the people, and acting for the interests of the multi-ethnic people of Laos. They are under the comprehensive, direct, and absolute leadership of the Lao People’s Revolutionary Party and under the management of the State. They bear the responsibility of maintaining political stability, social peace, and order, comprising professional security forces and semi-professional security forces.
Article 3
Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Official police (officers and police personnel): refer to professional security forces;
2. Officers: refer to those in the professional security forces from the rank of Captain to General;
3. Police personnel: refer to those in the professional security forces from the rank of Second Class to Acting Second Lieutenant;
4. Second Class: refers to the lowest rank in the professional security forces;
5. Acting Second Lieutenant: refers to the rank of Probationary Second Lieutenant;
6. Village cluster security forces: refer to professional forces performing duties within village clusters under the jurisdiction of district, municipal, or city security command units;
7. Village security forces: refer to semi-professional forces engaged in security work in villages and equipped with specialized uniforms;
8. Crime: refers to unlawful acts as defined by the Penal Code and other laws prescribing criminal penalties;
9. Explosives: refer to chemical substances capable of causing reactions leading to combustion, explosion, and possessing toxicity;
10. Professionally used animals: refer to animals trained for use in various specialized tasks of the security forces.
