Article 1

Foreign individuals or legal entities without valid licenses or business permits are not allowed to enter Huaphan Province to purchase live livestock (cattle, buffalo) for export to foreign countries, including through the following methods: foreigners traveling around to purchase on their own, funding agents, or entrusting an individual within the province without legal registration to purchase on their behalf as in the past. Such acts cause a lack of peace and order in society due to chaotic price inflation. If violations are found, the goods shall be seized or confiscated, and fines shall be imposed in accordance with promulgated regulations.
Article 2
Assign the relevant provincial and district sectoral departments and local authorities to create conditions to facilitate legally permitted domestic purchasers (i.e., buyers) in purchasing livestock to supply the domestic market or for future export. During the current phase, suspend the export of livestock until an order revoking this order is issued.
Article 3
Border checkpoint personnel and relevant officials at the district level are tasked with further resolutely intercepting the smuggling of livestock (cattle, buffalo) out of the country, especially in border areas adjacent to the Socialist Republic of Vietnam.
