Articles

Article 1

Pursuant to the Law on Local Administration (No. 03/National Assembly, dated October 21, 2003, Article 14, Chapter 3, on the rights and duties of provincial governors); pursuant to the Prime Minister’s Order No. 27/Prime Minister, dated October 5, 2011, on Strengthening the Work of Preventing and Rectifying Social Evils; and pursuant to the Order of the Central Committee of the Party Secretariat No. 22/Central Committee, dated August 10, 2012, on Strengthening the Work of Drug Prevention and Suppression; pursuant to the Order of the Minister of Public Security No. 1470/Public Security, dated November 11, 2013, on Strengthening the Work of Preventing and Rectifying All Social Evils. In view of the rising, spreading, and infiltrating trend of social evils in Huaphan Province across various sectors and levels, manifested in drugs, robbery, urban-disturbing gang groups, gathering places, social vices, illegal foreign laborers, corruption, illegal vehicles, and use of transportation in violation of laws and regulations. To ensure the successful convening of the three-level Party congress, the smooth conduct of major festivals and celebrations, social peace and order, and to promote the province’s economic and social development to achieve the targets set by the Provincial Party Committee, the Governor of Huaphan Province issues the following order:

Article 2

All departments, bureaus, equivalent agencies, organizations, and all counties in the province are charged with proactively launching campaigns to rectify undesirable phenomena in society and within their own organizations, starting first with publicity and education, cultivating the ideological awareness of the public and youth in educational institutions, deeply educating cadres and civil servants in government agencies and various industrial and commercial sectors, and conducting publicity through television, radio, newspapers, periodicals, and telecommunications to promote the good and beautiful, criticize the ugly and evil, and establish a spirit of patriotism and love for the homeland, and to protect the fine customs and cultural traditions of all ethnic groups; the party committees and administrations at all levels, especially village administrations, are to notify each family to be aware of and jointly participate in the work of national defense and maintaining public order, starting from each family, village, and organizational unit.

Article 3

Party committees and government authorities at all levels must attach importance to leading and managing the masses, cadres, and civil servants within their respective areas of responsibility, deploy forces to carry out preventive duties and rectify undesirable social phenomena within their scope of responsibility, and ensure practical measures and peace and security.
