Articles
Article 1
Order each district chief to establish a responsibility committee in each district for unified leadership of forest fire prevention, suppression, and extinguishing work, with the deputy district chief as chairperson, composed of heads of relevant district offices, responsible for conducting outreach and guiding forest fire prevention, suppression, and extinguishing work in the district; and have the district leadership establish corresponding committees in each village group and village under the district's jurisdiction to assume responsibility.
Article 2
When a forest fire occurs within the responsibility area under the jurisdiction of a county or village, the county or village is charged with proactively initiating firefighting efforts; if the fire is severe, assistance must be requested from neighboring civilian, military, and police forces to ensure timely extinguishment.
Article 3
Direct the County Agriculture and Forestry Office and the County Natural Resources and Environment Office to proactively conduct investigations and inquiries, ascertain the cause of the fire, and hold the perpetrators accountable in accordance with laws and regulations, while simultaneously reporting to the County Governor and the Provincial Department of Agriculture and Forestry for their information, so that timely countermeasures can be taken.
