Articles
Article 1
Order all county magistrates or county-level leaders to cease settling accounts by directly granting timber quotas to investors; they must shift to settlement through fiscal budgets, ensuring institutionalization, transparency, and effectiveness, so as to eliminate opportunistic practices and unreasonable harm to national interests. Under no circumstances shall timber be used to exchange for projects; if there are currently ongoing construction projects within the county that offset projects with timber, the county magistrate is ordered to issue a decision to revoke such projects.
Article 2
Absolutely prohibit district chiefs or leaders at all levels within the district from issuing quotas for construction timber or issuing permits for timber harvesting within their respective districts.
Article 3
It is absolutely prohibited for the county magistrate and relevant county-level departments to issue permits for the transport of timber within the county or for export abroad without approval from the relevant provincial-level departments.
