Article 1
Assign to district governors, responsible leaders of task forces for addressing social disorder and public security order, relevant departments at the provincial and district levels, and functional personnel at all levels to urgently address various drug-related issues in compliance with the laws of the Lao People’s Democratic Republic.

Methods and steps for carrying out the control, prevention, and prohibition of narcotics. For drug users and drug dealers, where the quantity held is below the legal standard (1 methamphetamine pill, weighing approximately 0.01 grams), in accordance with the provisions of the Criminal Law, for quantities from 0.03 grams (i.e., 3 pills) or less, education and admonition shall be given, a written guarantee shall be signed, and administrative action shall be taken according to the following standards: for each small package of heroin, a fine of 1,500,000 Kip; for each methamphetamine pill, a fine of 500,000 Kip; for raw opium, any person who produces, holds, buys, sells, transports, imports, exports, or transports opium, or carries opium into the Lao People's Democratic Republic for the purpose of sale, in a quantity of less than 1 kilogram, shall be sentenced to imprisonment from 2 to 7 years and fined from 1,000,000 Kip to 10,000,000 Kip, and property shall be confiscated in accordance with Article 34 of the Criminal Law. Except for the provisions of this directive order, all other matters shall be implemented in accordance with the Law on Amending Article 146 of the Criminal Law and Articles 75 and 76 of the Narcotics Law.
Article 3
Any individual or family that illegally cultivates opium poppies for a second time (or illegally cultivates opium poppies for a second consecutive year) shall be fined 10,000,000 Kip per household, and the cultivated opium poppy plants shall be destroyed, without deprivation of liberty; however, the principal ringleaders within the village must be identified, and the village construction front organization, village clerks, and personnel from villages where opium poppy cultivation occurs shall receive ideological education to enhance understanding and ensure compliance with the rural regulations promulgated by the state. When conducting ideological work in various localities, it shall be carried out according to the following categories of targets: Category 1: Principal ringleaders selected from each village and personnel of the village construction front; Category 2: Village clerks from villages where opium poppy cultivation occurs, summoned to receive ideological education. Relevant content shall be prepared by the county-level departments responsible, so as to be promoted and implemented according to the targets, and personal written commitments shall be produced as a basis for follow-up. Training venues may be arranged as appropriate based on local conditions.
