Article 1
To: Heads of offices, agencies, and bureaus, District Chiefs of 11 districts, and village-level authorities, as well as all ethnic groups of Laos, foreigners, enterprises, and various projects (province-wide scope).
Pursuant to: Article 14, Chapter [ ], Part [ ] of the Law on Local Administration of the Lao People's Democratic Republic regarding the rights and duties of Provincial Governors and Mayors of Capitals; the Labor Law (Amended), No. 43/NA, December 24, 2013; the Prime Minister's Order No. 62/PM, November 13, 2015, on facilitating and cooperating in the registration and issuance of temporary permits for foreigners; and the Notification of the Office of the Ministry of Labor and Social Welfare No. 3977/LSW, November 25, 2015, on processing the registration and issuance of activity permits for foreigners illegally operating in Xayaboury Province.
Whereas: The number of foreigners illegally operating in this province remains large and is increasing, causing disorder and difficulty in management. To better address this issue, ensure social order, protect the rights of migrant workers, and prepare for accession to the ASEAN Economic Community, the labor and social welfare sector is tasked, in coordination with the public security maintenance sector, to jointly handle the registration and issuance of temporary activity permits for foreigners illegally operating in the province; and, to ensure that all persons and relevant parties actively facilitate and participate in the registration and issuance of temporary activity permits for the aforementioned foreigners, the Provincial Governor issues the following instructions:
Article 2
Assign the heads of various offices, agencies, and departments, the district chiefs of 11 districts, and village-level authorities, as well as the people of all ethnic groups in Laos, foreigners, enterprises, and all types of projects within the province, to provide cooperation and facilitation in all aspects related to the activities of foreigners in Xayaboury province, in accordance with the functions of this department.
Article 3
Assign the District Mayor to lead and provide facilitation for the local labor and social welfare department and the public security command to organize implementation according to the established plan; simultaneously issue directives to all ethnic groups and organizations within the district to participate in the process of resolving the above issues with a high sense of responsibility.
