Article 1
This Instruction elaborates on and guides the implementation of certain provisions of the Regulation on Official Documents No. 239/Govt., dated August 19, 2015, aiming to effectively carry out document management and archival work, making it uniform, correct, practical, and achieving the set objectives nationwide.
Article 2
Types of official documents include:
1.1 Regulatory documents: refer to legal documents that regulate social relations, have general binding force or specific binding force, and are formulated, approved, and promulgated by competent central and local authorities. Regulatory documents include: Constitution, laws, resolutions of the National Assembly, resolutions of the National Assembly Standing Committee, legislative decrees, presidential decrees, government decrees, government resolutions, prime ministerial decrees, prime ministerial orders and agreements, orders, agreements, and instructions of ministers and heads of bodies under the government, orders, agreements, and instructions of provincial governors and mayors of the capital, orders, agreements, and instructions of district chiefs, town chiefs, and city mayors, village regulations and conventions, and international treaties (the format and formulation methods of which are separately provided by regulations).
1.2 Administrative documents: refer to documents produced to implement the established policies and guidelines of the Party and State, and to handle a specific task or matter between agencies, or between an agency and a legal person or individual. Administrative documents commonly used in the daily affairs of agencies include: plans, reports, summaries, application letters, reply letters, invitation letters, authorizations, certificates, transfer notices, announcements, notifications, accompanying lists, records, and others. Among them, "declarations, contracts, projects, telegrams" as stipulated in Article 5 of the Regulation are specialized departmental documents. The format of various types of administrative documents shall comply with the appendix to this Instruction.
1.3 Departmental specialized documents: refer to documents of a specialized nature of various organizations, such as Party organizations, mass organizations, social organizations, legal persons, People's Courts, People's Procuratorates, national defense, public security maintenance, diplomacy, household registration management, finance, trade, education, medical care, transportation, public works and transport, science and technology, and other departments using documents in their specialized fields, to reflect their professional specificity. The types, constituent elements, and formulation of departmental specialized documents shall be determined by the head of the organization after coordination and agreement with the Ministry of Home Affairs.
Article 3
The font (typeface) used in official documents of the Lao People's Democratic Republic shall comply with the fonts officially promulgated by the national font management authority. The body text of official documents shall be printed in 12-point regular font, on paper with dimensions of 21 cm in width and 29.7 cm in height (A4 paper), with the following page margins: top margin 02 cm; bottom margin 02 cm; right margin 02 cm; left margin 03 cm.
