Article 1 Purpose
This Law stipulates principles, regulations, and measures regarding the organization, operation, planning, management, and inspection of electricity work, in order to ensure the efficient operation of the electricity sector and electricity business, to leverage the advantages of natural resources, to use them economically, greenly, and sustainably for transmission and power generation, to improve the living standards of the multi-ethnic people of Laos, to contribute to national socio-economic development, and to be able to integrate with the region and the international community.

Electricity refers to an energy source generated from natural resources—such as hydropower, wind power, solar power, fuel oil, coal, biomass, geothermal energy, natural gas, and nuclear energy—composed of electrical power, current, voltage, frequency, and other elements.
