Statement of the Order: Following the trial implementation of the "one-stop service" mechanism in state administrative organs pursuant to the Prime Minister's Agreement (No. __, August 3, 2007), initial results have been achieved in the preceding phase; several administrative rules and procedures have been established or improved, becoming more efficient and expeditious; the sense of responsibility among civil servants is stronger than before; negative phenomena within agencies are gradually being curbed and corrected; revenues in some localities have increased; the people and entrepreneurs have received more convenient and faster services than before, which are widely welcomed, and they are gratified that the Party and the State attach importance to serving the people and society, implementing and improving the aforementioned one-stop service work.
However, the implementation of the one-stop service mechanism in the past still has many weaknesses and outstanding issues; the sense of responsibility among Party committees at all levels, ministry leaders, and central and local agencies remains insufficient, as evidenced by: despite the Prime Minister's Agreement, many departments and agencies have not yet made efforts to organize and promote implementation, or have not provided in-depth guidance at the grassroots level; at the local level, some offices or districts have implemented it while many offices and districts have not; the division of management responsibilities between sectors and local authorities is not yet clear or thorough, causing one-stop services in some provinces and districts to be non-operational; in some localities, failure to grasp the principles and substantive content of the mechanism has instead increased difficulties in implementation.
Therefore, in order to continue promoting the initial results and addressing past weaknesses and outstanding issues, and in line with the spirit of the [ ]th Party Congress, to achieve a breakthrough in thoroughly reforming the administrative management system that still constrains production, services, and expansion, the Prime Minister issues the following order:
Article 2
Assign ministers, heads of ministry-level agencies, the Mayor of Vientiane Capital, and provincial governors nationwide to continue implementing the one-stop service mechanism, further enhancing their responsibility for this work; promptly appoint a responsible committee to lead the implementation of the one-stop service mechanism, with the minister, head of ministry-level agency, Mayor of Vientiane Capital, provincial governor, or district governor serving as committee chairperson. After its establishment, this committee must actively and regularly conduct activities, focusing on organizing propaganda, dissemination, and leading civil servants under its jurisdiction to deeply understand and actively implement Agreement No. 86/General (August 3, 2007) and various orders and directives related to the one-stop service mechanism, achieving practical results; focus on leading and guiding relevant units under its jurisdiction to improve regulatory procedures deemed binding or causing difficulties for organizations, entrepreneurs, or people in issuing various types of licenses, making them streamlined, rigorous, transparent, convenient, and fast, ensuring correctness and compliance with laws and regulations.
