Articles
Article 1
Purpose. This Agreement stipulates the scope of application and implementation principles for the implementation and promotion of the 'One-Stop Service' mechanism in local state administrative organs at all levels and central ministries. The implementation of the 'One-Stop Service' mechanism aims to profoundly improve the relationship between state administrative organs and various organizations and the people, reducing the difficulties and troubles of the people in handling affairs; to resist and curb criminal acts, corruption, and bribery within the ranks of public officials; and to enhance the prestige and efficiency of state administration.
Article 2
Definition. The "one-stop service" mechanism refers to a mechanism for handling matters for organizations and citizens within the competence of state administrative agencies, whereby from receiving applications and documents from organizations and citizens to delivering responses and returning documents, all procedures are conducted through a single state service window.
Article 3
Principles for Implementing the "One-Stop Shop" Mechanism:
3.1 Procedures for processing and document circulation shall be simple, clear, convenient, and in accordance with the law;
3.2 The rights, duties, and responsibilities of local administrative organs at all levels and relevant departments, as well as the system for coordination and liaison among the aforementioned departments, shall be clearly defined;
3.3 All service regulations, fees, and time limits shall be publicly posted so that individuals coming to conduct business can clearly understand and see them;
3.4 Complaints, applications, or various types of documents from the people shall be received at a single window;
3.5 Coordination and liaison among state departments to process applications from the people shall be the duty and responsibility of state organs, to avoid individuals having to handle documents on their own;
3.6 Business processing shall be convenient, swift, and timely.
