Articles

Article 1

Assign relevant sectors, industries, and district administrative authorities to strengthen the management of forestry resources, especially within reserved forests and protection forests, in accordance with the Decision of the Prime Minister of the Lao People’s Democratic Republic No. 32/PM, dated March 8, 2012, on the Resolution of the Meeting on Forestry Management, Forestry Inspection, and Timber Business; the Decision of the Governor of Xieng Khouang Province No. 139/PG-XK, dated March 16, 2011, on the Delineation, Management, Protection, and Use of Water Source Protection Forests in a Sustainable Manner; and the Memorandum of Understanding on the Handover of Work on Forestry Management and Timber Business among the Department of Industry and Commerce, the Department of Natural Resources and Environment, and the Department of Agriculture and Forestry, dated April 20, 2012.

Article 2

Assign all sectors, industries, and districts to create conditions, provide convenience, and mobilize the public to actively participate in the management and protection of forest resources, and to improve and enhance the livelihoods of the public, through planning and allocating forest land for public management and use, including the sustainable cultivation and utilization of non-timber forest products, medicinal plants, etc., for use and to generate income for all ethnic groups, enabling them to have sufficient food and clothing, and to avoid using timber as a commodity leading to extinction and adverse environmental impacts.

Article 3

The management of reserved forests and protection forests nationwide is assigned to the Provincial Department of Natural Resources and Environment and the District Natural Resources and Environment Offices, which are responsible for comprehensive management, full development, and strict oversight. The management of state production forests is assigned to the Department of Agriculture and Forestry, which is responsible for full development and strict oversight.
