Articles
Article 1
All cadres, military personnel, police officers, as well as the general public, students, and university students, shall proactively assume the responsibility for preventing, protecting, restoring, and rehabilitating the environment, controlling pollution and natural disasters, so as to keep the environment green, clean, beautiful, and free from pollution, without causing adverse effects on the life and health of humans, animals, and plants, or on the ecosystem.
Article 2
Individuals, families, legal entities, and organizations of all departments have the obligation to protect the environment through prevention, improvement, remediation, restoration, control, tracking, and monitoring, without causing impacts, without causing environmental degradation, and without generating or discharging pollutants exceeding national pollution control standards and national environmental quality standards, so as to ensure good environmental quality and guarantee sustainable development.
Article 3
Individuals, households, legal entities, and organizations of all sectors whose business activities impact the social and natural environment must be responsible for resolving all issues arising therefrom, including bearing all costs necessary to address such issues, sufficient to resolve the aforementioned problems.
