Article 1. Purpose
This Law prescribes principles, regulations, and measures regarding the management, monitoring, inspection, use, and development of information and communication technology (information, data, news, and communication technology) in order to ensure that the aforementioned work develops systematically, with quality, modernity, speed, and security, and to promote its efficient integration into various sectors, aiming to protect the rights and interests of the State, individuals, legal entities, and organizations, to ensure national security, social peace, order, and justice, and to align with regional and international standards, thereby contributing to the national economic and social development.

Article 2. Information and Communication Technology
Information and communication technology (information, data, news, and communication technology) refers to technologies used to create data information in electronic systems, perform calculations, sorting, storage, and exchange of data information through communication networks, including computers, telephones, communication equipment, broadcasting equipment, television, networks, and other electronic devices, as well as various related services.
