Articles
Article 1

Article 2
It is prohibited to process products derived from opium, and it is prohibited to offer for sale in the market opium paste, whole opium plants, and opium seeds; the districts are tasked with conducting inspections and taking resolute measures against violators (including all types of drug trafficking activities).
Article 3
For those who continue to engage in illegal acts, each county is tasked with handling the matter, providing education, guidance, and warnings; if they still persist in defiance, they shall be dealt with strictly in accordance with legal procedures.
