Articles
Article 1
Purpose. This Agreement stipulates the principles, regulations, and measures for the management, monitoring, and inspection of telecommunications network interconnection work, in order to achieve uniformity, convenience, safety, efficiency, and effectiveness in such work, aiming to achieve equality in network interconnection among service providers, establish a centralized communication system with the National Internet Center as the hub, and contribute to the national socio-economic development.
Article 2
Telecommunications network interconnection. Telecommunications network interconnection refers to the connection between the telecommunications networks of two or more telecommunications service providers, enabling users of telecommunications services on different networks to conveniently communicate with each other.
Article 3
Definition of Terms. The terms used in this Agreement have the following meanings: 1. Telecommunications service provider means a company authorized to engage in telecommunications service business, including internet service providers, information data centers, telephone, SMS, and other telecommunications service providers; 2. Communication concentration system means a system connecting domestic and foreign telecommunications networks, accessing the communication concentration system located at the National Internet Center; 3. Telecommunications network interconnection rate means the service rate for interconnection between telecommunications service providers, as determined by the Ministry of Posts and Telecommunications; 4. Transit rate means the service rate for connecting via the National Internet Center to achieve interconnection between two or more telecommunications service providers, as determined by the Ministry of Posts and Telecommunications; 5. National Internet Center (abbreviated as "NIC") means a national organization under the Ministry of Posts and Telecommunications, equivalent to a department level.
