Article 1
Purpose. This Decree stipulates principles, regulations, and measures regarding the management, monitoring, and inspection of news activities of foreign news agencies, foreign diplomatic missions, and international organizations within the territory of the Lao People’s Democratic Republic, aiming to facilitate their effective operation in compliance with the laws and regulations of the Lao People’s Democratic Republic, thereby contributing to socio-economic construction and development, and promoting increasingly extensive and in-depth foreign cooperation.

Press activities of foreign press agencies, foreign diplomatic missions, and international organizations in the Lao People's Democratic Republic. Press activities of foreign press agencies, foreign diplomatic missions, and international organizations refer to the journalistic work of foreign media outlets within the territory of the Lao People's Democratic Republic concerning print media, electronic media, and press products, including the dissemination and conduct of activities related to the media.
Article 3
Scope of Application. This Decree applies to foreign news agencies, foreign diplomatic missions, and international organizations, as well as personnel of the aforementioned entities engaged in journalistic work within the territory of the Lao People's Democratic Republic.
