Articles

Article 1

Social Insurance Beneficiaries. Persons required to participate in compulsory and voluntary social insurance to receive social insurance benefits are as follows: 1.1 Compulsory beneficiary groups—Organizational bodies of the Party, State, Lao Front for National Construction, mass organizations, and social organizations; civil servants, government employees, military personnel, police officers, retirees, persons with disabilities, and family members of the aforementioned persons; various employing units, including those engaged in industry, commerce, production, and services across all socio-economic sectors, primarily including state-owned enterprises, private enterprises, commercial banks, microfinance institutions, private educational institutions, private hospitals, factories, workshops, hotels, department stores, restaurants, farms, various investment projects, etc.; workers receiving wages or labor remuneration in any employing unit; Lao nationals working in embassies, consulates, international organizations, and non-governmental organizations in the Lao People's Democratic Republic; foreign workers entering any employing unit and receiving wages or labor remuneration. The aforementioned groups of persons must make monthly contributions to the National Social Insurance Fund as prescribed to receive various types of social insurance benefits as stipulated. The spouse and children of the insured person are entitled to medical, funeral, and family member benefits; the parents of the insured person are entitled to family member benefits. 1.2 Voluntary beneficiary groups—Persons engaged in personal occupations, primarily including farmers, traders, service industry workers, etc., and voluntary participants, are entitled to social insurance benefits, primarily including medical benefits, maternity or miscarriage benefits, sick leave, disability, pensions, funeral, and family member benefits. 2. Types of social insurance benefits.

Article 2

Medical Assistance. Medical assistance refers to the provision of subsidies to cover medical treatment for the insured person, their children, and spouse.

Article 3

Conditions for Receiving Medical Benefits. Persons eligible to receive medical benefits must meet the following conditions: 1) For work-related accidents, occupational diseases, and childbirth or miscarriage, have made contributions to the Social Security Fund for at least one month within the last six months; 2) For general illnesses and non-work-related accidents, have made contributions to the Social Security Fund for at least three months within the last six months. The spouse and children under 18 years of age of the insured person are also eligible for medical benefits. Children aged 18 to 23 who are still studying and unmarried, in order to receive medical benefits, must submit their student ID card or proof of enrollment each academic year. For children whose both parents are insured persons, they may report information with one parent and receive medical benefits with either parent. If the insured person dies or stops paying contributions, their spouse and children may continue to receive medical benefits for three months from the date of the insured person's death or cessation of contribution payments.
