Articles

Article 1

Objectives. This Agreement stipulates the establishment purpose, status, duties, powers, organizational structure, working methods, and principles for the development, implementation, and operational launch of the "Single Window Customs Declaration System"; it aims to facilitate the processing of permit applications and permit issuance for customs declarations of imported, exported, and transit goods, utilizing modern electronic systems for the exchange of information and documents between government agencies, between the government and the private sector, and within the private sector, in order to facilitate trade, enhance the flexibility and speed of goods circulation, reduce trade costs, improve the competitiveness of domestic trade, contribute to the national economic and social development, and prepare for integration into the ASEAN Single Window electronic document declaration system.

Article 2

Functions of the System. The "Single Window Customs Declaration System" is an electronic document declaration system that enables government agencies and business entities involved in the import, export, and transit of goods to exchange information and documents through a single window, carrying out all stages of permit applications and permit issuance in accordance with the legal provisions of each relevant department.

Article 3

Government policy on international integration. This Agreement is consistent with the government's policy direction on economic and international integration, particularly in fulfilling the obligations undertaken by the Lao People's Democratic Republic upon signing the Agreement on the Establishment and Implementation of the ASEAN Single Window Customs Declaration System in 2005. This Agreement grants full authority for the development, implementation, and operational launch of the "Single Window Customs Declaration System," enabling all documents, forms, statistical data, and all information to be transmitted electronically through this system, which is a key element in handling procedures related to the import, export, and transit of goods.
