Articles
Article 1
The Provincial Department of Justice and the Judicial Offices of each county are hereby directed to work in conjunction with village-level administrative authorities, serving as the responsible entities, to organize the implementation and promote the dissemination of the Ministry of Justice’s Directive No. 873/Judicial Affairs of October 10, 2014, on the Implementation of the Law on Notarization Registration. This directive shall be communicated to all departments, all commands, all agencies at the same level, all mass organizations, all social organizations, all state-owned enterprises, all companies, all business entities, individuals, legal persons, and the five counties, to ensure their awareness and understanding, and to implement the aforementioned directive strictly and effectively in accordance with legal and regulatory procedures.
Article 2
Types of legal documents requiring certification by the Notary Registration Office include: various contracts, such as: sales contracts, lease or franchise contracts, loan contracts, construction contracts, partnership contracts, property transfer contracts, company charters, and other contracts; wills; inheritance transfer documents; powers of attorney; ownership documents of joint marital property or separate property; certified copies of documents; certification of signatures or fingerprints; translations (translated documents requiring certification); comparison of person with photograph (photographs requiring certification); date of submission of documents (documents certifying the date of submission of documents); documents jointly signed by parties before the notary registrar; and other documents.
Article 3
Individuals, legal entities, and various types of organizations applying for certification of contracts or other documents shall pay processing fees, service fees, and material costs to the relevant authorities in accordance with laws and regulations and the Decree of the President on Fees and Service Charges.
