Article 1

Article 2
The highway protection work steering committees at all levels shall go down to the grassroots level, together with the village-level steering committees, to erect signs and demarcate the boundaries of highway management and protection scope, so that each village is clear about its respective responsibilities.
Article 3
The district and village administrative authorities shall lead the people of all ethnic groups living along the roads to participate in the protection and maintenance of the roads, with each household contributing at least 2 person-days of labor per year.
