Article 1
Assign the districts within the province, relevant departments at the provincial level, relevant sectoral agencies at the district level, village-level administrative bodies, and all strata of the people in the province to suspend the review and approval of new investment projects for bananas and other crops that have not yet received planned resettlement within the province, in order to verify and reassess the approved banana planting areas, and check the fulfillment of obligations in accordance with contracts and laws and regulations.
Article 2
Assign districts to establish special working groups, composed of personnel from the planning and investment department, agriculture and forestry department, natural resources and environment department, finance department, and local administrative agencies, responsible for verifying permits granted to banana and crop planting investors regarding individual land use, in order to assess the benefits derived therefrom and the impacts caused by such land use, and to report to the province for information as soon as possible.
Article 3
Assign the Department of Natural Resources and Environment and the Department of Agriculture and Forestry, based on their respective functions, to undertake land survey and planning work nationwide, to commence implementation as soon as possible, and to submit work plans, personnel plans, and budget estimates to the province for study and deliberation, thereby delineating land use zones, detailing land for commercial production, specifying areas where planting is permitted and where it is not approved, and eliminating non-focused, scattered land use.
