Article 1
Provincial departments, military commands, police, agencies at the same level, mass organizations, economic-social zones, international organizations, county magistrates, enterprises, and companies are instructed to proactively coordinate and cooperate with the Provincial Department of Justice, submitting all types of legal documents, files, and contracts related to procurement bidding, goods purchasing, construction, maintenance, and services involving state funds, foreign funds, or private funds to the (Provincial Department of Justice) for legal authenticity verification in accordance with the following steps.
Article 2
Assign individuals, legal entities, and organizations to submit all types of contracts and documents they hold to the Department of Justice of Phongsaly Province for verification, thereby ensuring their authenticity, actual circumstances, and compliance with legal provisions, aiming to protect the legitimate rights and interests of the state, collectives, and contracting parties. The types of documents to be submitted for verification are detailed as follows:
1. Types of contracts to be submitted for verification:
- Various sales contracts and various procurement tenders (procurement of various materials, office supplies, various vehicles, livestock, timber, and various agricultural products);
- Various survey, design, and implementation contracts;
- Trade, production, and service contracts;
- Contracts for establishing processing plants, production plants, and other factories;
- Contracts for the sale of business operations;
- Contracts for establishing import and export trade business operations;
- Contracts for establishing wholesale goods business operations;
- Contracts for the exchange of materials, currency, gold, property, and other items;
- Contracts for loans and the use of borrowed property;
- Guarantee contracts secured by collateral, individuals, or legal entities;
- Contracts for leasing property;
- Agency contracts;
- Service contracts for hotels, dance halls, bars, karaoke, tourism businesses, catering, and entertainment;
- Contracts for contracting construction, transportation, repair, design, construction supervision, and various services;
- Contracts for operating transportation enterprises, specialized transportation, and private transportation businesses;
- Labor contracts and contracts for termination of labor contracts;
- Contracts concerning the transfer of ownership, lease, land concessions, and other matters related to land and houses;
- Contracts for the sale of state and individual property and shares;
