Article 1
Article 1 (Amended) Purpose
This Law prescribes principles, regulations, and measures regarding the organization, activities, development, management, and inspection of mass media, in order to enhance the role and quality of media, making it advanced and modern, expanding democracy and the rights of the Lao multi-ethnic people as masters of the country, aiming to guarantee the realization of freedoms for Lao citizens in mass media, enabling integration with the region and the international community, and contributing to the defense and development of the nation.
Article 2
Article 2 Mass Media
Mass media are news dissemination platforms composed of print media, electronic media, and mass media products. Their role is to serve as the mouthpiece of the Party, the State, and social organizations, to propagate and educate the Party’s lines, the State’s laws and regulations, to promote the spirit of patriotism, to disseminate information on politics, economy, society, science, technology, knowledge, and entertainment to the public, and to participate in countering negative phenomena and distorted statements in society.
Article 3
Article 3 (Amended) Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Mass media carriers refer to print media, electronic media, including mass media products;
2. Mass media products refer to newspapers, news bulletins, chronicles, magazines, radio programs, television programs, cable radio programs, the internet, websites, tapes, CDs, VCDs, DVDs, etc.;
3. Electronic media equipment refers to production equipment for electronic media, and equipment for transmitting and receiving electronic media signals via terrestrial, cable, and satellite means;
4. Frequency refers to radio frequencies used for transmitting, receiving, and disseminating electronic media via cable, terrestrial, and satellite means, in accordance with the allocation of the International Telecommunication Union;
5. Editor refers to a person who reviews, revises, and verifies the content and format of various mass media manuscripts, news, and programs;
6. Journalist refers to a staff member of a mass media organization responsible for collecting and gathering information and news domestically and internationally, and composing them into manuscripts, news, and programs for provision to mass media carriers;
7. Public opinion refers to the views of the public on events or phenomena that have not yet been officially confirmed or verified;
8. Internet refers to a computer network system capable of mutually transmitting information or communicating voice and image signals via electronic means, whether wired or wireless; the generated information may be stored in databases;
9. Website refers to an information page created by domestic or foreign individuals, legal entities, or organizations, concerning specific content, composed of text, images, light, color, and sound, forming one or more web pages, transmitting signals via the internet network system, accessible through computers, digital televisions, mobile phones, and other communication devices via internet domain addresses;
10. Periodic publication refers to publication in installments, daily, weekly, monthly, quarterly, etc.;
11. New media refers to a type of electronic media carrier capable of two-way communication using modern communication technology, transmitting information in text, images, and sound via the internet network system, such as Facebook, YouTube, Twitter, blogs, etc.;
12. Online social media refers to a type of new media, where individuals, legal entities, and organizations communicate with each other via the internet network system, using computers and other communication devices to disseminate information to the public.
