Articles

Article 1

It is absolutely prohibited to plant bananas in the rice fields of various districts within Luang Namtha Province.

Article 2

For plots of land that have already been planted, the District Governors are instructed to assign technical personnel from their departments to go to the site, and, household by household, enter into detailed and strict contracts with the landowners and with the banana growers who have come to lease or contract the land for banana cultivation. The term shall be fixed at three years, from 2014 to 2017. Therein, the banana grower shall deposit a guarantee fund with a bank within the district in the amount of 20 million Kip per hectare, as funds for the remediation, restoration of the land, and environmental improvement to restore it to its original condition upon the expiration of the contract. If the banana grower damages the irrigation system, a separate guarantee fund for the repair of the irrigation system shall be paid, the amount of which shall be determined based on the actual measurement and calculation by technical personnel.

Article 3

For plots of land that have not yet been planted or are in the preparation stage for planting, the planting of bananas shall be completely and thoroughly halted.
