Subject: Arrangement for Implementing the Content of the First Provincial Meeting on Combating Negative Phenomena held on December 7, 2011. — Pursuant to the Prime Minister of the Lao People's Democratic Republic's Order No. 27/PM dated October 5, 2011, on Strengthening the Work of Suppressing and Rectifying Negative Social Phenomena; — Pursuant to the content and spirit of the First Provincial Meeting on Suppressing and Combating Negative Phenomena held on December 7, 2011, at the meeting hall of the Xieng Khouang Provincial Government Office. Through the conduct of this First Provincial Meeting on Suppressing and Combating Negative Phenomena, we are able to synthesize and summarize 13 categories of negative phenomenon cases that have occurred in Xieng Khouang Province and require joint resolution. In order to implement the content of the above meeting effectively, to ensure that all types of negative phenomena frequently occurring in society are properly rectified and yield results, thereby ensuring political stability, ensuring social security, order, and solid consolidation throughout the province, and enabling socio-economic development to succeed and achieve set targets. The Governor of Xieng Khouang Province hereby issues this Directive Order, assigning responsibilities to various sectors respectively, for organization and implementation, and case-by-case rectification as follows:
Article 2
In terms of guiding principles: The rectification of negative social phenomena must be regarded as a political responsibility and an obligation of the entire Party, all armed forces, and all ethnic groups of Xieng Khouang Province. Where negative phenomena occur in any field of work, any organization, or any state or private institution, the relevant vertical organization shall take the lead as the main body responsible for rectification, coordinate and cooperate with relevant departments, and prioritize seeking guidance from higher authorities.
Article 3
Case-by-case remediation. 1. Issues such as illegal and excessive gold mining shall be addressed by the Provincial Department of Energy and Mines and the Provincial Department of Planning and Investment taking the lead as the primary entities with high responsibility, and thereafter coordinating and cooperating with provincial public security law enforcement personnel and the authorities at the district, village, and commune levels to jointly resolve them.
