Articles
Article 1
It is strictly prohibited for any individual, legal person, or organization to encroach upon land within the area of the Livestock Improvement and Breeding Center (Phou Kiew) in Phen County, Xieng Khouang Province, for purposes of construction, animal husbandry, cultivation, or other business activities.
Article 2
If any individual, legal person, or organization has already encroached upon the land, or has constructed or is constructing within the aforementioned areas, they must immediately demolish and evacuate on their own, and the state shall provide no compensation; if any individual, legal person, or organization violates this, they shall be dealt with strictly in accordance with the law.
Article 3
Assign the District Mayor of Phen District, the Provincial Department of Agriculture and Forestry, the Provincial Department of Natural Resources and Environment, the Livestock Improvement and Multiplication Center (Phou Kiew), the administration of Nathoy Village, and relevant departments to acknowledge this order, and to disseminate it to the people, workers, monks, police, and especially to the households engaged in shifting cultivation as advised by the Provincial Department of Agriculture and Forestry; provincial [departments] must jointly and strictly organize implementation.
