Article 1

On Strengthening the Attention of Collectives and Individuals to Organize the Implementation of Regulation No. 829/ຄຂປກ dated June 15, 2006, on the Registration and Management of Land Transport Vehicles in the Lao People's Democratic Republic. To: All provincial departments, bureaus and offices directly under the province, armed forces, districts, individuals, and legal persons. — Pursuant to: Law on Local Administration No. 03/ສພຊ dated October 21, 2003. — Pursuant to: Regulation No. 829/ຄຂປກ dated June 15, 2006, on the Registration and Management of Land Transport Vehicles in the Lao People's Democratic Republic. — Pursuant to: Minutes of the Standing Committee Meeting of the Khammouane Provincial Party Committee dated May 30, 2012. — Pursuant to: Guidance No. 1116 of 2012 from the provincial leadership. Over the past period, in addition to the government's laws, regulations, and various rules on the management and registration of vehicles (motorcycles, cars, including public and private vehicles), relevant departments acting as advisory bodies have issued multiple notices and provided fairly detailed guidance on the registration of various types of vehicles, particularly (blue plate vehicle registration). However, parallel to the above situation, it is still observed that various departments, bureaus, individuals, and legal persons continue to submit requests to relevant departments and provincial leadership, showing a tendency to apply for blue plate registration for vehicles imported not in compliance with regulations; in this regard, relevant departments and even provincial leadership are fully aware of the convenience, difficulties, and necessity of this issue. Faced with this situation, it is evident that this issue is also one of the problems involving negative social phenomena. Therefore, to gradually bring state management and social management into the rule of law, reduce negative social phenomena, and implement in accordance with the direction of the Resolution of the Party's [___] Congress on gradually creating breakthrough steps, the Governor of Khammouane Province issues the following directive order:

Article 2

Departments, industry sectors, bureaus, armed forces, schools, [institutions], and districts shall strengthen education, training, and propaganda to enable party members, cadres, and people of all ethnic groups to deeply and comprehensively understand the organization and implementation of various rules and regulations, especially the central and industry regulations on registering vehicles (motorcycles, cars) with "blue plates" and related rules and regulations.

Article 3

In the future period, departments, bureaus, armed forces, districts, individuals, and legal entities are not permitted to propose or request confirmation from the province or relevant departments to issue policies for registering blue license plates for vehicles imported not in compliance with regulations. Should any department, industry sector, bureau, armed force, district, individual, or legal entity have already imported vehicles not in accordance with regulations and wish to register them with blue license plates, they must comply with the following documents: Notification No. 486/ຫປຂ,ຄມ dated June 17, 2011; Resolution of the Special Meeting of the Provincial Department of Public Works and Transport No. 44/ຄພຖ/ຍທຂ dated April 24, 2012; and Supplementary Notification No. 1107/ຍທຂ,ຄມ dated May 31, 2012, already issued to all departments.
