Articles
Article 1
Assign districts, departments, and bureaus to further enhance their sense of responsibility, attach importance to exercising their powers and obligations regarding forestry management and timber business operations, and closely cooperate through measures such as publicity, education, training, and explanation, so that party members, cadres, and the general public firmly grasp and deeply understand the significance and importance of forest protection, particularly the Forestry Law, Order No. 17/General (September 22, 2008), Prime Minister's Agreement No. 32/General (March 6, 2012), and various directives related to forest resource management.
Article 2
Assign districts, departments, bureaus, and units around the province to cease reviewing and approving requests and applications from cadres and the people for timber used in house construction, and shall not violate forestry laws, as handled by the province.
— In cases of genuine necessity, for those without housing, under construction, undergoing repairs, or affected by fire or natural disasters, implementation shall follow Article 41 (Household Timber) of the Forestry Law, No. 06/National Assembly (December 24, 2007).
— Preferential policies for timber for forestry cadres and their families, and for those with meritorious service to the state, shall strictly follow Article 4 of the Central Party Committee Notification No. 50/Party Central (February 9, 2012).
— For office buildings and construction or renovation projects of state and social institutions in districts and villages that have agreed to use forest resources to offset construction costs, each district shall compile detailed summaries and incorporate them into the annual budget system for year-by-year settlement.
— For tasks and projects prioritized by districts and the province, as well as responses to various natural disasters, severe fires, and relief for the people, the districts and relevant industry departments shall collect, report, and submit to the competent authority, i.e., the higher level, for review as per regulations.
Article 3
The Provincial Department of Agriculture and Forestry and the Provincial Department of Industry and Commerce, together with relevant industry departments, are assigned to attach importance to management and guide relevant industry departments at the district level to specify in detail matters concerning the use of timber as formwork timber, decorative timber, firewood, and charcoal-making timber, specifying which should be encouraged and which should be subject to revenue collection, as a measure to restrict indiscriminate logging; at the same time, in areas with suitable conditions, guidance shall be given on utilizing waste materials and fragments from adjusted factories, as well as timber within the scope of projects approved by the government.
