Article 1
Purpose. This Decree stipulates the principles and methods for the division, management, and use of income from the sale of timber harvested in production forest areas, making it a budget source for the management and development of forests (especially production forests), and serving as development funds for villages or village clusters bordering production forests; it aims to ensure a stable budget source for forestry development work, promote production, address poverty issues among the ethnic peoples, and ensure that the people and relevant sectors become main participants in the sustainable management, protection, development, and utilization of production forests.
Article 2
Collection of revenue from the sale of timber harvested in production forest areas. Revenue from the sale of timber harvested in production forest areas refers to the total value of timber sold through auction or price comparison methods.
Article 3
Scope of Application. This Decree applies to individuals, legal entities, organizations, various business units, and operators engaged in activities related to the management, protection, development, and utilization of production forests within the territory of the Lao People's Democratic Republic; it does not apply to protection forests and conservation forests.
