Articles

Article 1

Article 1 Purpose
This Law stipulates principles, rules, and measures regarding the organization, activities, management, supervision, and inspection of national defense work, in order to enhance effectiveness in command, orders, and the performance of duties of the defense forces, making this work the responsibility of all Lao people, aiming to ensure the country’s political stability and security, enabling integration with the region and internationally, and contributing to the cause of protecting, building, and developing the nation.

Article 2

Article 2 National Defense
National defense refers to relying on the comprehensive strength of all people throughout the Lao nation, with the people’s armed forces as the main force, to protect the country, the political system, independence, sovereignty, territorial integrity, including the territorial sea and airspace of the Lao People’s Democratic Republic.

Article 3

Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Foundation of all-people national defense refers to the national defense forces established by the State on the basis of human resources, material strength, and spiritual foundation, characterized by being of the whole people, comprehensive, independent, autonomous, self-reliant, and self-strengthening;
2. Potential national defense forces refer to the potential forces in terms of human resources, materials, and finance that can be used to fulfill national defense duties;
3. Main forces refer to the military forces directly commanded by the Ministry of National Defense;
4. Local forces refer to the military forces deployed in provinces, the capital, as well as districts, municipalities, and cities, commanded by the provincial and capital military commands on behalf of the Ministry of National Defense;
5. Strategic defense zone refers to an area where national defense work is organized and carried out within a national defense strategic zone, based on administrative divisions at various levels;
6. National strategic defense system refers to the all-people national defense positions and the all-people strategic positions;
7. Chief of military justice refers to the heads of internal defense within the armed forces, military supervision agencies, military procuratorial organs, and military courts.
