Articles
Article 1
Purpose. This decree is established to elaborate, interpret, and provide guidance on several provisions of the Plant Protection Law that require detailed, clear, and correct understanding and uniform implementation nationwide, in order to ensure the correct and effective implementation of that law, and to facilitate the trade of relevant plants, plant products, or regulated articles, while being consistent with agreements and international conventions to which the Lao People's Democratic Republic is a party.
Article 2
Plant Protection. Plant protection as stipulated in Article 2 of the Plant Protection Law, carried out in accordance with technical principles, refers to the adoption of phytosanitary measures, primarily including: inspection, plant quarantine, determination of target areas for pest control, and other technical measures consistent with laws, regulations, agreements, and international conventions to which the Lao People's Democratic Republic is a party.
