Article 1
Purpose. This Decree stipulates the principles, regulations, and measures for the supervision and inspection of state investment projects, commencing from the inception of the project, to prevent violations of laws, regulations, and other acts constituting corruption and embezzlement, and to ensure that state investment projects are implemented in a transparent, economical, and efficient manner.
Article 2
Initial Supervision and Inspection of State Investment Projects. Initial supervision and inspection of state investment projects refers to the regular supervision and inspection of project implementers, in order to understand and grasp the circumstances and data during the implementation of state investment projects, commencing from the very beginning of the project.
Article 3
Definition of Terms. The terms used in this Decree shall have the following meanings: 1. Project Implementer: refers to the project owner, the project responsible committee, the project management and user, the project consulting company, and the project contractor; 2. Supervision and Inspection Committee: refers to inspection personnel subordinate to the state inspection authorities, and from relevant departments at all levels, who are appointed and mandated to perform the duties of supervising and inspecting the implementation of state-invested projects.
