Articles
Article 1
All Party organizations at all levels, state agencies, mass organizations, social organizations, including public and private entities, when intending to recruit new personnel into their unit, must carefully and strictly verify the authenticity of academic credential documents, such as: secondary school graduation certificates and various professional (secondary specialized) graduation certificates, in order to prevent undesirable persons from using forged versions of the aforementioned documents to infiltrate their unit.
Article 2
All types and levels of educational institutions, including public and private, when enrolling students for study at their institution, must strictly verify the authenticity of the academic credential documents referred to in Article 1 above, to ensure that students do not use forged documents to gain admission to the institution.
Article 3
Since the beginning of the implementation of the national education system reform, there have been a considerable number of cases of forged academic credentials and graduation certificates at all levels. Therefore, it is recommended that Party organizations at all levels, state agencies, mass organizations, social organizations, including public and private entities, conduct retrospective checks on personnel who have entered their units since 2006; if any suspicious circumstances are encountered, they should, as appropriate, contact the Inspection Department of the Ministry of Education and Sports, relevant line departments, and the school or educational institution to which the individual belongs for verification.
